You might also check in with local Red Crosses -- at least during Katrina and Rita, you could get vouchers for hotel stays (I believe it was 2 weeks). And assistance getting prescription drugs. Here in LA, the City gave out free public transit passes.
Also, they might be able to give you an information packet about types of other governmental relief (loans, vouchers, discounts, etc.) available when you get back to Galveston. It might be worth it to stop in (or call ahead, that's probably better) at the ARC office in Nebraska when you're there (less competition for attention there).
