Isn't there a law about defacing bills? I think there is, anyway.
No idea. I know that the supermarket nearby has people using that pen on all bills greater than $20 to ensure that they aren't counterfeit. The mark probably fades, though.
Every other blue moon, I see a Where's George dollar bill. Also, in the Village, I will encounter a bill stamped with something that means "This bill was used by someone who is gay to demonstrate our purchasing power."
Now, using a bill for advertising is probably not cool... but I am unsure about other purposes.
