Based on the page's source code, I think that text is machine translation from Japanese. Also, I can tell from the code that the page was created in Microsoft Word, which is automatic fail for HTML anyway.

Thanks for pointing this one out, though, because it's coming up to that time of year when I need to find crappy site examples to show during an annual class lecture, and this may be a winner.
